This tool discusses comprehensive, integrated approaches for addressing barriers to learning. It also has a set of surveys covering six program areas and the leadership and coordination systems every school must evolve to enable effective learning. The six program areas are: classroom-focused enabling; crisis assistance and prevention; support for transitions; home involvement in schooling; student and family assistance programs and services; and community outreach for involvement and support.

This report makes the case that community-based learning, addresses the problems of boredom and disengagement.
