Decent 2017 Budget for Community Schools: More Challenges Ahead

Your advocacy helped get a decent budget for the present fiscal year ending September 2017. Expected to pass this Friday, May 5, the budget includes important wins for programs that support community schools: 

  • 21st Century Community Learning Centers Program gets an increase of $25 million to a total of $1.2 billion.
  • Full Service Community Schools Program sustained at $10 million.
  • Promise Neighborhoods was also sustained at approximately $67 million.
  • Title IV Part A, that can be used to support community schools, will receive $400 million, far less than the $1.6 billion envisioned in ESSA, but decent given the political environment (see more on changes to ESSA Block Grants).
  • Title I funding will increase by $100 million.
  • Special Education state grants will increase by $90 million to a total of $12 billion.
  • The Office for Civil Rights will get a small increase of $1.5 million up to $109 million.
  • Head Start Programs will get an $85 million increase to $9.3 billion.
  • The Child Care and Development Block Grant will get a $95 million increase.

However, this budget cuts Title II grants for teacher and principal development by $294 million down from approximately $2.4 billion. And we are still faced with President Trump's "skinny budget" for 2018 which could eliminate 21st Century and cut other programs deeply.
